At football stadiums and well anyother type of stadium, fans -a lot of- go into the stdium through an entrance normally with a few around but not enough that flow is constant to get in. Normally you will go though a concrete tunnel/path into the stadium and as with the general mood of the people there is a lot of pushing and shoving.
As seen before and after games it does get packed and people can be pressed up against a wall quite hard or sudden with large force on them.
By lining the walls with this rubber tile people won't get hurt as badly from falling into, being pushed into or being squeezed into the wall.
The rubber tiles could also be used in airports and train stations so people dont damage some of the walls with the baggage trollies.
